During WWII, the Pennsylvania RR found itself in dire need of motive power. Due to War Production Board requirements, no new designs were allowed, so the Pennsy tested various engines and selected a 12 year old C&O design -- the T-1 2-10-4, which was built by Lima. Therefore, it is no wonder that the new "Texas" type on the PRR is a near duplicate of the first super-large 2-10-4 of the C&O.
